Summary

Plainclothes Officers approached Plaintiff without identifying themselves, so he began to run for his safety when Officers tackled him, handcuffed him, and brutally assaulted him and took him to a precinct. Officers forced Plaintiff to strip search then beat him again and sprayed him with mace. Officers threatened him not to tell the Captain.
