Summary

Defendant Officers approached Plaintiff while he was smoking a cigarette, asked to see his phone, the assaulted him by slamming his face in to the ground, bending his arms, and handcuffing him excessively tight. Officers brought Plaintiff to precinct, searched him, beat him again, strip-searched him, then charged him with possession of marijuana, which was later dismissed.
