Summary
Defendants Medina and Perez approached plaintiff and told him that he was seen drinking in front of a building. Officers then threw him to the ground, pepper sprayed him, searched him, arrested him, and took him to a precinct and hospital. Plaintiff was charged with resisting arrest, dis con, and consumption of alcohol, which were later ACD'd. On a second incident, Defendants Ostrander and Polanco approached plaintiff and told him that he was seen drinking in front of a building. Officers then threw him to the ground, pepper sprayed him, searched him, arrested him, and took him to a precinct. Plaintiff was charged with resisting arrest and consumption of alcohol, which were later dismissed.
