Defendant officer Keegan approached Plaintiff, told him to get off the block and go on his stoop, and then attacked him. Officer Keegan then called officer Armani, who told Plaintiff he was under arrest for blocking the stoop, and then both officers attached him. Plaintiff was taken to the 75th Precinct and false charges were filed against him that were later dismissed.
