Kessler v. City of New York et al
Plaintiff, who has multiple mental illnesses, was searched on the street, allegedly found to be in possession of a gravity knife, and arrested. He was taken to the hospital were he was evaluated as an emotionally disturbed person, then the 109th Precinct, where he was denied access to the bathroom and mocked. Officers make horse and animal noises at Plaintiff.
