Summary

Plaintiff was driving his vehicle when he was pulled over by plainclothes defendant Officer Moyer. Plaintiff was tightly handcuffed, arrested and detained in an unmarked van. Another officer threw the Plaintiff on the floor of the van and drove recklessly while defendant officer Moyer failed to intervene. The Plaintiff also requested his medication, which the defendant officer refused. After five hours, the plaintiff was escorted to the 120th precinct.
